Case Study - Former Mill Redevelopment
Project Overview
This former industrial mill site, located on Union Avenue north of downtown Laconia, operated for several decades as a manufacturer facility of a variety of products including a shoe company, a knitting machinery company, and more recently an engraving company. The site, recently successfully redeveloped, had previously consisted of several large manufacturing buildings, and various smaller out-buildings, on an approximately three-acre lot with a brook flowing through the property and under the mill building. In 2002, EnviroSense completed a Spill Prevention Control and Countermeasure Plan (SPCC Plan) for the former site owners. In 2003 and again in 2004, EnviroSense performed ASTM Phase I environmental site assessments (ESA) on the Site for various owners and in early 2005 performed an ASTM Phase II ESA to address petroleum and metals contamination in soil and ground water at the Site. A housing redevelopment authority purchased the property, and has redeveloped the site for commercial, retail, and residential use, including a child day care center. EnviroSense assisted the authority in overseeing clean-up of a newly defined environmental condition that was manifested by demolition activities, and coordinated with the New Hampshire Department of Environmental Services (NHDES) to secure funds under the Leaking Underground Storage Tank (LUST) program to minimize the impact to the housing redevelopment authority’s budget.
EnviroSense Role
- Completed ASTM Phase I environmental site assessment of the property to assess potential environmental impacts associated with the site’s historical use as a manufacturing facility and the buildings construction materials prior to purchase and renovation.
- Completed a soil and ground water investigation of the site.
- Provided the findings of the environmental investigations to the NHDES, along with a detailed proposed work scope for completion of additional investigations to meet state regulatory requirements.
- Oversaw the clean-up of a significant volume of soil and ground water impacted with No. 4 heating oil and filed the appropriate report documentation with the NHDES.
- Coordinated with the redevelopment authority and the NHDES to secure funds under the NHDES LUST fund to cover clean-up costs and keep project on budget for the housing redevelopment authority.
- Coordinated with the overall project facilitator in Maine and one of the investors in the project, who was located in California, on the status of the clean up efforts.
