Case Study - Industrial Mill Redevelopment
Project Overview
This industrial site, located in the downtown area of this Lakes Region community, operated for approximately seven decades as a manufacturer of wood-turned products. The site, recently vacated by the manufacturing business, consists of several large manufacturing buildings, and various smaller out-buildings, on a six-acre lot with over 800 feet of frontage on the Winnipesaukee River. In the mid- to late-1990's, when the facility was still in operation, EnviroSense was retained to complete site investigation activities to assess subsurface impacts from petroleum, chlorinated solvents, and metals. The findings of the site investigation activities were presented to the New Hampshire Department of Environmental Services, along with a proposed work scope to complete additional investigations to define the nature and extent of impacts. The manufacturing facility was closed before the additional investigations could be initiated. A real estate development firm purchased the property for redevelopment of the site for commercial, retail, and residential use. EnviroSense has assisted the developer in obtaining detailed information relative to the State of New Hampshire's Brownfields program, which they have used to finalize their decision to proceed with the redevelopment plans. The New Hampshire program will provide protection from existing environmental liability for the developer, as well as reimburse the developer for specific environmental remediation activities as they move forward with this high-profile project.
EnviroSense Role
- Completed initial environmental investigations of impacts associated with the historical use of the site as a manufacturing facility.
- Provided the findings of the environmental investigations to the NHDES, along with a detailed proposed work scope for completion of additional investigations to meet state regulatory requirements.
- Presented the future site owner with a detailed overview of current site environmental conditions, and the proposed activities designed to meet the requirements of the state regulatory agency to fully define the nature and extent of impacts.
- Coordinated with the developer and the NHDES in defining the anticipated additional site investigation and remediation efforts for which applicable portions of these efforts will qualify for reimbursement from the state, and verified the environmental liability protection for the developer under the state Brownfields program.
